Can anyone help identify this palm?

This palm may be a dwarf palm or something like that, but I'm not sure. All experts gardenening there that can tell me more about this palm? Common / Scientific name would be most helpful. Thank you! which is a palm mill / forntei trachypus. plant people along the roads of California where they are neglected. since little care as they ugly and that's why people in California called garbage apus fortei these palm trees are beautiful when giving car. they are also very hardy. they can survive temperatures all the way to 0 F. also a common palm tree in Vancouver. these palms need pruning but they remain in good Health and pretty. prune down the large leaves, leaving only the upper part.
